Because why? This story gets my temperature rising... For what reason exactly does the ICR need to establish accurate statistical data about Minke whales in the Antarctic ocean? Its not as if the Minkes must pay taxes to the Japanese state!?
I love the Japanese, as a culture and a historical nation with an amazing heritage, but lets be real. There's only one reason why the ICR exists and it isn't scientific. Its to provide food for people in Japan who want to eat whales.

By your ICR link it looks like it's not an environmental organization.
My guess is mink whales aren't on the endangered species list and ICR wants to make sure they shouldn't be on it. Japan is a signatory to international law regulating whaling.
I lived in Japan for almost three years. I love their culture too but I think they're assholes for using the research clause of the treaty they "support" to hunt anything and they're asking for trouble fishing in Australian waters without Australian permission.
Oops. Never mind Moif. I thought you were defending their scientific research excuse.
